When I run this test locally, the test output suggests a pass, but it isn't matching the reference image due to what looks like a font difference. I've uploaded https://codereview.chromium.org/2809593002 in order to try to rebaseline following instructions at https://cs.chromium.org/chromium/src/docs/testing/layout_test_expectations.md?l=90&rcl=7d23dcb9307f8fd2204c18e33877747e86ecd230

I've rebaselined this test; see the CL in the previous comment. The README file in the test directory (https://cs.chromium.org/chromium/src/third_party/WebKit/LayoutTests/css2.1/README.txt) suggests that this set of tests is actually an external W3C test suite, in which case it may be obsoleted by or duplicated in external/wpt. Seeking input on the patch.

Rebaseline css2.1/t040304-c64-uri-00-a-g.html

Rebaseline failing layout test and remove it from TestExpectations.
From manually inspecting the test results, it seems the difference
is in the font of the output text, and not the core of the
expectation, that the three backgrounds of the text are green.
