Regression : Downloads page gets auto scrolled after clicking on ‘More actions..’ icon.

Issue description

Chrome Version : 58.0.2994.0 (Official Build) 11048b2f4c969c558eb594f4500b14d4c250d9e4-refs/heads/master@{#446546} 32/64 bit
OS : Mac(10.12.1, 10.11.6, 10.12), Windows(7,8,10), Linux 14.04

What steps will reproduce the problem?
1. Launch Chrome and navigate to chrome://downloads page.
2. Resize browser window horizontally towards extreme left corner.
3. Now drag the (horizontal) scroll bar to the right side and click on ‘More actions..’ icon.
4. Observe.

Actual : Downloads page gets auto scrolled after clicking on ‘More actions..’ icon.
Expected : Instead, the downloads page should not get auto scrolled after clicking on ‘More actions..’

This is a regression issue broken in ‘M-58’, below is the Manual Regression range and will soon update other info.
Good build : 58.0.2992.0

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned.
