Regression:Focus is seen chopped in chrome://Md-settings.

Issue description

Chrome Version:57.0.2987.11 Dev
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome and navigate to the chrome://md-settings.
(2)Observe the focus ring for the profile picture icon

Expected Result:Focus should not be chopped
Actual result:Focus seen chopped

This is regression issue broken in M-57

Will provide bisect info soon and windows behaviour as well

Able to reproduce the issue on Mac 10.12.2 using 57.0.2987.13.

Note: This is working fine on Canary 58.0.2994.0.

Not able to reproduce the issue in latest canary #58.0.2994.0. So providing the reverse bisect details.
Below are the Bisect details:

Good Build: 58.0.2988.0 (Revision- 445272)
Bad Build: 57.0.2987.0 (Revision- 444943)

You are probably looking for a change made after 445256 (known good), but no later than 445257 (first known bad).
