after power wash sync wont work even after restarting Chromebook multiple times

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9202.1.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.6 Safari/537.36
Platform: 9202.1.0 (Official Build) dev-channel kip

Steps to reproduce the problem:
1. power wash device
2. set up device 
3. check if sync is working it should fail

What is the expected behavior?
for sync to work

What went wrong?
sync failed to work

Did this work before? Yes chrome 56

Chrome version: 57.0.2987.6  Channel: dev
OS Version: 9202.1.0
Flash Version: 24.0.0.207
