Lots of screen flicker in latest beta |

Issue descriptionChrome Version : 56.0.2924.76 OS Version: OS X 10.12.2 What steps will reproduce the problem? 1. Use chrome. When tab parts update, lots of things flicker. What is the expected result? No flicker. See attached screencast (coming in a sec) – didn't really catch anything really bad, but you can see "ide1" in the background window flicker at times, and the top and bottom of the g+ notification thing also flickers. (It seems worse when I don't record.) It looks pretty jarring; probably release-blocker if any measurable percentage of users see this.

Look at the top and bottom of the G+ notification thing where things scroll in view, and at the background window.

If you are able to reproduce this problem at will can you provide a set of repro steps? My g+ dropdown window contains no content so I can't scroll anything in it. A different repro case would be great. I also saw the flicker in the background window (in your screencast) but it wasn't clear that it was abnormal for the page. Also in your description you say there's lots of flicker when tab parts update - what you do you mean by tab parts? Portions of the top chrome? Something else? Re: file size limits you can always stick a lock screencast in drive and add a link to it here.

I think it's anything going through the layer system. https://webkit.org/blog-files/3d-transforms/poster-circle.html flickers like crazy for me for example. Maybe I should file a public build with that, that's a pretty good repro case for me. (with "parts" i mean "parts of web contents")
