What steps will reproduce the problem?
(1) Enable VoiceOver 
(2) Open Page Info by pressing the security indicator for, say, an HTTPS page.

What is the expected result?
It is possible to exit Page Info without pressing the "Learn more" link.

What happens instead?
There is no way to exit Page Info except pressing the "Learn more" link.

If you have accidentally used VoiceOver to open Page Info *twice* ( Issue 685818 ) then you can actually be stuck in Page Info until you force quit Chrome.

The main menu handles this by adding a screen-sized target background at the beginning of the accessibility order that can be pressed to close the menu.
