Add content_browsertest for checking canvas capture frame rate

Issue description

We need a test that checks canvas capture happens for N times when there are N repaints. This test is not appropriate for webkit layout tests as it is slow and there are mock streams involved.

Add content_browsertest for checking canvas capture frame rate

This test checks that canvas capture happens for N times when there are
N repaints on <canvas>. Currently 2D and WebGL redraws are added. It will
be followed by OffscreenCanvas and transferFromImageBitmap tests.
