Steps to reproduce the problem:
1. Follow the process to "answer" the thread from the given URL (which is a report of this bug): https://productforums.google.com/forum/?#!msg/chrome/ClyAQGHyIqk/Sus-Qp9hBQAJ
2. Tap into the textarea in order to start typing your text.
3. Type a few characters and then, without closing the keyboard, scroll at the top (or the bottom) of the page.

What is the expected behavior?
The scroll should work without "stucking" the scroll level, and the user should be able to get back to its textarea and scroll up/down.

What went wrong?
The scroll level gets "sticky" and user can't freely move up and down using the "touch move" (swiping up or down).

Did this work before? Yes Not sure, but Chrome v47 is OK (iOS 7)
