Bookmarks menu no longer respects custom keyboard shortcut settings

Issue description

Chrome Version: 58.0.2993.0
OS: macOS 10.11

What steps will reproduce the problem?
(1) Use the Shortcuts tab in the Keyboard pane of System Preferences to change the default keyboard shortcut for Edit -> Find -> Find Previous (Cmd Shift G ???) to Cmd-D
(2) Change Bookmarks -> Bookmark This Page... from Cmd-D to Shift Cmd D

What is the expected result?
Edit -> Find -> Find Previous should be Cmd-D, and Bookmarks -> Bookmark This Page... should be Shift Cmd D.

What happens instead?
Bookmarks -> Bookmark This Page... is still Cmd D.

The result is that Find Previous now brings up the Bookmarks dialog instead of invoking Find Previous.

I don't know if this is an issue with the Bookmarks menu or the recent reworking of the Find bar. Custom keyboard shortcuts work correctly in 56.0.2924.67. I'm guessing this is broken in M57.

A friendly reminder that M57 Beta launch is coming soon on February 2nd (in a week)! Your bug is labelled as Beta ReleaseBlock, pls make sure to land the fix and get it merged into the release branch (2987) ASAP so it gets enough baking time in Dev (before Beta promotion). Thank you!

Status: WontFix (was: Untriaged)
The Shortcuts tab lets you specify shortcuts that work for specific apps, and across all apps. It turns out the shortcuts I created for Find, etc. were made for Google Chrome. I was using Google Chrome Canary, so that's why they didn't take.
