[Content suggestions] Remote suggestions are empty after changing the language

1. Open Chrome and check you see "Articles for you"
2. Switch Android UI language to some other language.
3. Foreground Chrome again in the app switcher.

The section "Articles for you" is empty.

Technically, java code on android clears the cache whenever accept-languages changes (which is in turn influenced by the UI language).

One way to avoid this is to pass the info that _only_ cache is cleared to the service and if so, refetch all suggestions afterwards.

Is it something we want to fix and merge to M57?

Rachel, do you know if changing the Android UI language is a common task in EM?
