Need drag-and-drop test coverage for non-Aura platforms

Issue description

We need end-to-end drag-and-drop test coverage for non-Aura platforms.  The coverage via layout tests doesn't exercise routing events to OOPIFs done in the content layer (i.e. eventSender available to layout tests injects events to the current local root widget).
 
WIP CL for Mac support is at https://crrev.com/2622733002.  Unfortunately, as-is it seems that mouse events injected by the test are received by product code with weird cordinates (after the drag starts).
