Shortcuts to switch panels interfere with source editing

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. Use an italian keyboard
2. Go to source panel e try to write a square bracket
3. 

What is the expected behavior?
The bracket is inserted in the source code

What went wrong?
Dev Tools switches to the previous/next panel

Did this work before? Yes I can't tell the exact version, but it worked yesterday on the Canary channel

Chrome version: 58.0.2992.0  Channel: canary
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

The only devtools-related change is r445638 "DevTools: restore shortcuts to switch devtool panel left/right" - tracked in  issue 683140 .

Typing [] in an Italian keyboard layout requires pressing AltGr (right-side Alt), which gets misinterpreted as a tab-switch modifier.

I have the exact same issue with the Belgian Keyboard. AltGr is misinterpreted in devtools

Version 58.0.3007.0, it seems to be fixes.

Able to reproduce on Windows-10 using chrome stable M57-57.0.2987.98.

You are probably looking for a change made after 445634 (known good), but no later than 445645 (first known bad).
