VR: WebVR "Enter VR" button is not present when launching WebVR link from another app

Issue description

Chrome Version: ToT as of January 26.
OS: Android

What steps will reproduce the problem?
- Ensure Chromium is not already running on the phone.
- Open a Keep note (or a similar link source) containing a link to one of the WebVR samples (eg. Presentation).  The intermediate Custom Tab starts, displaying the WebVR page.
- From the menu, select "Open in Chromium".

The page will open in Chromium, but without the "Reset Pose" and "Enter VR" buttons expected on the sample page.  Reloading the page causes the buttons to appear.

The buttons also seem like they should be on the Custom Tab page.

Also, note that if Chromium is already open, then the buttons do seem to appear, so to repro this, Chromium can't be running initially.

mthiesse@ quickly assessed this, and feels it *might* already be addressed by pending refactoring.
