w3c navigation tests are failing

Issue description

App Version (from "Chrome Settings > About Chrome"): 55.0.2883.79
iOS Version: iOS 10.2
Device: iPhone SE

Steps to reproduce: 
1. Open http://w3c-test.org/html/browsers/history/the-history-interface/
2. Tap on 001.html

Observed behavior: 
Browser navigates back

Expected behavior: 
Browser should test the navigation

I was able to create a smaller example that reproduces this behavior: https://danyao.github.io/iframe_history.html

Steps to reproduce:
    - Open this page in a new tab
    - Tab on "runtest"
    - Long tab on Back button
    - Repeat a few times

Expected behavior:
    - history.length increments by 1 each time you tab on "runtest"
    - Back navigation history should contain the same number of entries as history.length

Observed behavior:
    - history.length is incremented
    - But back navigation history does not grow

The problem seems to be that when hash is changed in an iframe, Bling does not create a new navigation entry.
