OfflinePageModel need ot switch to guids as offline_ids

Because it matches the impedance with Downloads, and because if we want to develop a unified UI interface with Downloads, we need a collection of items with unique IDs across different 'providers' of such items.

Status: WontFix (was: Untriaged)
Recent unified UI adapter design makes this not needed.
