White line between Chrome's UI and the web content

Issue description

Chrome Version       : 55.0.2883.87
OS Version: Ubuntu 16.04 (GalliumOS)

What steps will reproduce the problem?
1. Use a dark theme (in my case the GTK one)
2. Visit a dark website
3. Be mildly annoyed

What is the expected result?
Not being mildly annoyed

What happens instead of that?
I'm mildly annoyed

No but seriously, the attached screenshot will probably be worth a thousand words, looks like that white line isn't getting styled for some reason.

I'm seeing the same issue with the gtk3 theme when using dark Adwaita.

The code doing this is:

For dark themes, halving the distance to 1.0 luminance will give a middle grey color, which appears bright on the dark background.

I think estade@ can best decide what to do with this, so assigning to him.
