Keeping this bug open for now to make sure the bots turn green again

After the revert the Nexus 6, Nexus 6P, Nexus 9, and Pixel C bots are green again, so marking this bug fixed. (The Nexus 5 bot hasn't yet finished a run following the revert, so I'll keep an eye on it for any remaining regressions.)
