Flaky WebGL conformance test expectation ignored

Issue description

The flaky test expectation added by https://codereview.chromium.org/2658663002 for WebglConformance_conformance_uniforms_no_over_optimization_on_uniform_array_12 seems to have been ignored by the bot in the first build with the new expectation:

The test ran once and failed. It should have been re-tried since the test was marked flaky.

zmo@ suggests this might be related to a recent refactoring of the test expectations logic.

Actually, the bot seems to be ignoring the expectation even after I changed it to a failure expectation:

There's probably something wrong with the way I've constructed the suppression in https://codereview.chromium.org/2657863003. Will look into it further tomorrow.

Sorry, this is my mistake: I put the expectation in webgl_conformance_expectations.py rather than webgl2_conformance_expectations.py.
