Extension action bubbles shouldn't show up in Alt+tab

If you have a browser action bubble showing and press Alt+Tab, the bubble shows up as a selectable window. This doesn't apply to other types of bubbles because pressing Alt+Tab dispels most other bubbles. These bubbles aren't top level windows in the normal sense and shouldn't be switchable.

Exclude a couple types of windows from CrOS Alt+Tab.

Dragged windows and non-user-positionable windows won't appear in
Alt+Tab.
