Issue description
Chrome Version: 9202.4.0
OS: ChromeOS
What steps will reproduce the problem?
(1) Sign in to the device.
(2) Connect external display.
(3) Try to switch between extended and docked mode.
(Close lid and Open lid)
What is the expected result?
Switching between modes should be smooth.
What happens instead?
Getting corrupted image on external display for a second when switching between modes.

It's not reproducible on sentry_9202.4.0/paine_9202.1.0.

The issue is reproducible in Chrome OS 9000.76.0, 56.0.2924.79 on Kevin. Tested on HoHo/Apple Type-C dongle. Also noticed that Kevin screen blinks 1+ second when connecting to external monitors.

This is happening on all boards, it's not specific to type-C or kevin. It has been like this since pretty much forever...
