What steps will reproduce the problem?
1. Open the newly refreshed Performance Timeline panel
2. Attempt to throttle the network or CPU before running a trace
3. Network throttling requires toggling 'Capture Settings' to display a hidden set of options after which Network and CPU throttling can now be used.
What is the expected result?
Both Network and CPU throttling are visible by default in the Timeline toolbar.
What happens instead of that?
They require an additional toggle before they can be viewed. These were previously positioned directly in the toolbar and made it easier to both encourage users to test mobile network and CPU conditions. With these pieces of UI now hidden behind a toggle, I would be surprised if it didn't have an impact on how many folks find/use the feature when recording traces.
Could we keep 'Disable JS samples' and 'Enable advanced paint instrumentation' in the toggle but bring back the other two drop-downs to the top-level?
