Mouse flickering when using GetUserMedia with multiple displays

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. Ensure you have two monitors connected.
2. Open Google Hangouts.
3. Share the entire screen (either monitor)
4. Wait 2 - 3 minutes then watch the mouse closely

What is the expected behavior?
Mouse renders in a steady fashion as usual both in the desktop and in the screen share without any flickering.

What went wrong?
The mouse flickers within the desktop, but is steady within the screen share.

Did this work before? No 

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

It is fairly infrequent with normal use, but when running an application like Dota 2 (Vulkan or DX11), it happens very frequently and visibly.

First noticed this problem when using desktopCapturer within an Electron app but it works similarly with Google Hangouts.

Can you explain a little about "The mouse flickers within the desktop, but is steady within the screen share"?

Did you mean that the mouse image captured by the screen share APP is steady, but the original mouse cursor is flickering on the monitor?

Yes that's correct.

That was consistent with recording software OBS as well, which is why I was unable to provide a video. The mouse image captured by the OBS recording but the original mouse cursor is flickering on the monitor.
Status: WontFix (was: Unconfirmed)
Then the problem is on Windows OS.
We are now developing DirectX Capturer, which is a decent performance improvement, let watch whether that would fix this issue.
