WebAPK using default smallIcon results in blank square

Issue description

Notifications shown from WebAPKs seem to have a small empty square as their smallIcon unless the developer set the badge property in their manifest. I've seen this on Facebook and on Telegram.

Peter and I briefly chatted and we think this is due to notifications that were supposed to show the Chrome icon, included in the Chrome APK and referenced via a resource ID.

Peter has confirmed that including a badge in the manifest works as expected, so the last case it's probably also worth confirming is when the site that doesn't put a badge in their manifest, but does provide a badge in the call to the Notifications API.

The small icon defaults to `org.chromium.chrome.R.drawable.ic_chrome` unless a badge has been supplied, but WebAPKs override this with IWebApkApi.getSmallIconId() when notifying. Perhaps that resolves to a NULL resource?
