Video Playback intermittent Failure

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.95 Safari/537.36

Steps to reproduce the problem:
1. Load the site with no cache
2. Leave the browser running at the top of the page with the background video looping
3. After a while it will error with a 412 response and die

What is the expected behavior?
Video Continues to loop but doesn't re-download constantly, even with dev tools set to keep cache. instead reads the video from cache when looping once full video is downloaded.

What went wrong?
After leaving the page open and coming back to it after some time, it has stopped playback and the video looks to be unloaded from the page and a blank area is left where the video should still be looping.

I've re-downloaded the 51.0.2704.106 version of chrome and tried this overnight and play back was fine, the network tab showed the video downloaded once with status 206 and in one request,  and then was read from cache each time it looped. 

Running the same test on the current stable release of Chrome, the network tab showed the video downloading in multiple segments with status 206, and then kept downloading more and more as the video looped.

Tried Safari Version 10.0.2 (12602.3.12.0.1) and it did not happen, as well as firefox 50.1.0

I am able to repro this bug. After switch to other tabs for a while then switch back, the background video stop playing. 
This doesn't seems like a decoding issue, it's more like a css background video event handler bug. add blink tag. 
Dale, can you confirm if it is a real media bug and assign appropriately?

Seems lack of caching is the bug? Seems it started around MultiBuffer time.

I'm trying to reproduce this bug right now.
I'm assuming that step one means "clear the cache and load the test page" ?

The error 412 would indicate that one of two things is happening:

1. The video exist on multiple servers, each having a different etag for it. (Or possibly even files which are not the same.)

2. There is a bug in the chrome HTTP cache (or possibly in the multibuffer code.)

I'm not entirely sure why we don't cache this video, maybe because it's served over https? However, from the developer console, it definitely looks like there are two videos with different etags being served. When I eventually get a 412 error, the last-modified time is slightly different from the one in all the other requests and the etag is different.

However, taking a closer look, it kind of seems like there is some cookie-system that is causing the problem.

The failing response looks like this:

None of the working requests has a set-cookie or cache-control header.

Sorry for the late response.

Yeah you'll need to start from a cleared cache and load the page provided. I'm still able to reproduce the issue on the latest released chrome version(56.0.2924.87 (64-bit)).

I believe there might be a content loader that determines which server to serve the content from. 

Not sure what else i can tell you, but if you have more questions i'll try to answer them

I've found a bug that causes the content not to be cached, which I'm working on fixing. However, once that is fixed, it may hide the 412 problem, which I think is an issue on your server, just so you know.

Removing Blink>Animation component since this doesn't seem to be an animations issue. Feel free to add it back if I've missed something.
