Right now there's duplication between the check in NotificationJobService.onStartJob and NotificationService.onHandleIntent. We can avoid this by checking the extras in NotificationService.Receiver.onReceive before the paths diverge.

Also maybe we should log if the check fails, if this is possible (browser may not be started up yet).
