windows being dragged probably shouldn't appear in alt+tab

Issue description

when you drag a tab out of a window then start Alt+Tabbing, the window appears in the preview list, even though it doesn't really make sense to want to alt+tab to that and it probably just adds confusion since you think of it as a tab and not a top level window (until you drop it or attach it to another window).

IMO this isn't critical enough to warrant a merge back into m-57. Re-targeting for 58.

Exclude a couple types of windows from CrOS Alt+Tab.

Dragged windows and non-user-positionable windows won't appear in
Alt+Tab.
