Overlay scrollbars of a div hidden behind another element are painted on top of the element in front.

Issue description

Chrome Version: 58.0.2992.0 (Developer Build) (64-bit)
OS: Linux

What steps will reproduce the problem?
(1) Make sure that overlay scrollbars are enabled.
(2) Open the attached html file.
(3) Scroll on the yellow div.

What is the expected result?
The scrollbar should be hidden behind the purple div in front.

What happens instead?
It's painted on top of the purple div.
