Javascript WebSpeech API in "continuous" mode doesn't work on Chrome for Android.

Issue descriptionSteps to reproduce the problem: 1. Open this website with Google Chrome for Android: https://thefiletree.com/jan/html/web_speech_api_test.html 2. Check the continuous mode option. 3. Say a long sentence and make a small break in the middle of the sentence. What is the expected behavior? The recognition should be open until the user presses the stop button. What went wrong? The recognition is closed quickly when the user makes a very small break. In fact, the continuous mode doesn't work. Did this work before? Yes I don't remember Does this work in other browsers? N/A Chrome version: 55.0.2883.91 Channel: stable OS Version: 7.1.1 Flash Version:

We are able to repro this on Chrome Stable:55.0.2883.91 Device:Pixel/7.1.1 But not on MotoE/LPC23

Related #645539 These two issues happen only on Chrome for Android and does not happen in the Chrome browser.
