commitqueue plugin should not poll when a tab is in the background

This is causing us to go over quota when there are a reasonable number of tabs open.

This is handled in buildbucket by listening for the visibilitychange event: https://chromium.googlesource.com/infra/gerrit-plugins/buildbucket/+/master/src/main/resources/static/cr-buildbucket-view.js#71 so that background tabs don’t send polling updates unless they are in focus.
