Regression: Focus doesn't seen on 'Password' textbox on www.irctc.co.in page.

Issue description

Chrome Version: 58.0.2992.0 (Official Build)25ff90033184e53f7fd47b44511397da29a1ce27-refs/heads/master@{#445908} 32/64-bit.
OS: Windows(7,8,10), Mac(10.10.5, 10.11.4), Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and go to https://www.irctc.co.in/eticketing/loginHome.jsf
2. Reload the page using 'Ctrl' + 'R' key from keyboard and close the info dialog.
3. Enter User id in 'User ID' textbox, press 'Tab' key from keyboard and observe the focus.

On pressing 'Tab' key, text cursor doesn't seen on Password textbox.
On pressing 'Tab' key, text cursor should seen in Password textbox.

This is a regression issue, broken in M-57 series, below is manual regression range.

Good build: 57.0.2959.0
Bad build: 57.0.2961.0

Note: 
1. This is working fine in Firefox browser.
2. To reproduce the issue frequently, repeat the steps 2 & 3.

Using the per-revision bisect providing the bisect results,
Good build: 57.0.2959.0 (revision : 440307)
Bad build: 57.0.2961.0 (revision : 440662)

You are probably looking for a change made after 440464 (known good), but no later than 440465 (first known bad).

Note : 1.Issue is reproduced only on Irctc site when page reload is done with cmd+r/ctrl+r and other sites are working fine. 
       2. Adding ReleaseBlock- Stable for now , please feel free to add/edit this.

There's no way my CL is related to this bug. Seems the bisect somehow went wrong.

Tested in latest canary #58.0.2997.0 and not able to reproduce the issue in Ubuntu 14.04,Mac 10.12.2 & Win 7.Please find the screen cast for reference.
@ dchaubey : Could you please check once in latest canary and update.

Note: In old builds inconsistently issue is replicating.

With response to  comment #3: Re-tested the issue on Windows-10 machine using latest Canary chrome version 58.0.2998.0 (Official Build). It's still reproducible.

This is working fine on Win 10 and Mac 10.12.2 using 58.0.3004.0 and issue still seen only on Windows.

With response to comment #5: Retested this issue on Win-7, Win-10 and Mac 10.12.1 using latest Canary chrome version 58.0.3004.0. It's still reproducible on all the machine.
A friendly reminder that M57 Stable is launch is coming soon! Your bug is labelled as Stable ReleaseBlock, pls make sure to land the fix and get it merged into the release branch ASAP so it gets enough baking time in Beta (before Stable promotion). Thank you!

Unless any reduced test case that can reproduce the issue, the site seems
quite complicated and hard to track down what is going wrong.

At least if this is not seen on other sites that has ID and password field
next to each other, there must be something specific to this site.

Retested this issue on Windows-7 machine using latest Canary (58.0.3015.0) and latest Beta (57.0.2987.54). It's still reproducible.

Frequency of occurrence is 3 out of 5 times.
