FR: Media notifications should have a "broken" state |

Issue descriptionThe same way YouTube handles network issues when playing a video (see screenshot attached), it would be nice if Chrome media notifications would persist in a "warning" state so that user can click on it to go back to the website to figure out what is happening.

Agreed, this seems broken. Do we have an existing state like this within the normal Chrome download notifications?

If there is a network outage in downloads we just send it into a paused state until network connectivity is resumed. We don't provide any network-specific error.

System notifications haven't been included within the scope of the media control redesign effort AFAIK. If you think it's something that should be, could you point me to some documentation on the original project? I wasn't involved so I feel like I may be missing some context =]
