FR: Media notifications should have a "broken" state

Issue description

The same way YouTube handles network issues when playing a video (see screenshot attached), it would be nice if Chrome media notifications would persist in a "warning" state so that user can click on it to go back to the website to figure out what is happening.

The idea sounds good to me. It is useful when the playback/playlist cannot proceed due to network problem or other failures. Currently the notification will be removed. Keeping the notification showing the broken state will help the user notice what's happening.

We could extent the "playbackState" attribute to achieve this.

Agreed, this seems broken. 

Do we have an existing state like this within the normal Chrome download notifications? 
If there is a network outage in downloads we just send it into a paused state until network connectivity is resumed. We don't provide any network-specific error.

Is this also something we want included on the redesign?
System notifications haven't been included within the scope of the media control redesign effort AFAIK. 

If you think it's something that should be, could you point me to some documentation on the original project? I wasn't involved so I feel like I may be missing some context =] 
I think we should probably leave this on the side until we do another iteration on the notification.
