Issue descriptionChrome Version:58.0.2992.0 (Official Build)25ff90033184e53f7fd47b44511397da29a1ce27-refs/heads/master@{#445908}-32/64 bit OS: Windows(7,8,10),Linux(14.04 LTS). What steps will reproduce the problem? (1)Launch chrome, navigate to chrome://md-settings. (2)Scroll down the page and click on Advanced,under Languages and click on 'Add Languages' (3)Switch between tabs and observe the focus on check box.(Kindly refer the video) Actual:Weird behavior of grey focus highlight is seen while switching tabs. Expected:grey focus highlight should be seen properly while switching tabs. This is a Regression issue broken in M-57,will soon update other info. Good build:57.0.2944.0 Bad build:57.0.2945.0

That's kind of hilarious. However, this is an issue for paper elements in general; it's not restricted to Languages or the <dialog> element. For example, this happens when the focus is on a paper-toggle-button or paper-radio-button on the main page. The subpage-arrow buttons seem to quickly blur and re-focus if they have focus when switching tabs. Controls on the History page also do that.

Just to update the issue, this behavior is observed on Ubuntu 14.04 with chrome version #58.0.3007.0 Can anyone from dev team will update this is issue??? Thank You...
