Regression: Weird tooltips are seen on hovering on any links in Ubuntu 14.04 |

Issue description
Chrome Version: 58.0.2992.0 dev
OS: Ubuntu 14.04
What steps will reproduce the problem?
(1) Launch chrome and open NTP >> Hover mouse on gmail and images link and observe (or)
Search for crbug in omnibox and hover mouse on search results and observe (or)
Go to chrome://md-settings and hover anywhere in languages section and observe. [Please refer video]
Expected: No such black blank tooltips should be seen.
Actual: Instead unwanted black boxes are seen.
This is a regression issue broken in M58.
Issue is not seen in Windows.

Able to reproduce the issue on the latest M-58(58.0.2992.0) on Linux Ubuntu 14.04. Same worked fine on Windows-10 and Mac OS 10.12.2.

Using the per-revision bisect providing the bisect results, Good Build: 58.0.2991.0 dev (revision : 445609) Bad Build: 58.0.2992.0 dev (revision : 445908) You are probably looking for a change made after 445901 (known good), but no later than 445902 (first known bad).
