CQ+2 should not be granted to non-committers in build repo

unless I missed something

and obviously until CQ for non-committers is implemented in issue 641422.

Status: Fixed (was: Assigned)
The people granted CQ+2 in build are:
* eng (inherited from infra)
* eng-intern (inherited from infra)
* chrome-infra-committers (inherited from infra)
* chrome-commit-bot (inherited from infra)
* build-master-owners
* build-recipe-owners

That all seems appropriate to me.
