No Webpages load

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Example URL:
Anything, absolutely anything

Steps to reproduce the problem:
1. Open good chrome
2. Doesnt load any webpage
3. After 5 min might load google search engine
4. Search something
5. Click any link and it is just loading
6. thats all, never gives error or anything, just spinning grey not loading

What is the expected behavior?
Webpages Load

What went wrong?
NO clue. Uninstalled with Revo and reinstalled from new download and nothing. Still the same issue

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes Not certain. Stopped over december break

Does this work in other browsers? Yes

Chrome version: 55.0.2883.87  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 24.0 r0

(I think the Needs-Triage-M55 is notes for the testing team, not a request for you to do anything. :-) )

Does about:net-internals load or is that stuck too?

If it does load, could you attach a net-internals log per these instructions: https://dev.chromium.org/for-testers/providing-network-details

(If not, it's probably something wrong above the network layer and would need someone other than me to triage further.)
It loads the capture events on about:net-internals.

Looks like it may well be network-related. Adding to the net triage queue. I see at the bottom of your net-internals log that events 772 and 773 are hanging at TCP_CONNECT.

Please try browsing in incognito mode, and let us know if you are able to load any web pages.  If it still does not work, try disabling your firewall and antivirus temporarily, if you have such products.  Also, do other browsers work on the same machine?  Or other applications relying on the Internet (e-mail client, chat client, etc.)

Hey guys, sorry hectic week. Other browsers work perfectly and it runs smoothly in incognito, so only where browsing normally in google chrome is when we experiencing this issue.
Since it runs smoothly in incognito, please make sure that you have no extensions enabled that can cause the problem. By default, the incognito mode disables all extensions. Also, try to update the Chrome browser. Let us know whether the problem still persists. Thanks you!
