kenrb, Do you think you could help me find an appropriate owner for this bug?  (The only reason I'm bugging you is that I saw you made some changes related to scrolling the past week.)  Any help finding the right owner of this would be appreciated!

Sigh...testing smooth scrolling via layout tests is bound to be flaky since we have no way to control the animation. Bots like ASAN/MSAN introduce an arbitrary amount of delay so there's no way for a test to reliably know when it should check scroll positions. This has been a source of great pain. 

I'll put it on myself until I can figure out what we want to do about it.

Removing label to avoid this showing up in sheriff-o-matic dashboard (since it has an owner)
