Please, specify OS version and device name, as well as language tested in. (Screenshot appears to show some sort of internationalization for text.)

 Issue 691000  has been merged into this issue.

Is this the welcome app or the OOBE itself?  Not clear to me from the description.

If this is RBS it should be P1 at least.

Good news.  It appears that this error was caused by a problematic update (related to reformatting data binding variables), was identified as an issue in a separate ticket, rolled back, and has already been committed.
