Data use of resumed downloads is accounted as NotTagged Services

Issue description

Downloads that pause and resume due to network connectivity changes or chrome process restarting, are recorded as NotTagged in DataUse.TrafficSize.System.* histograms.

They should instead be recorded as DataUse.TrafficSize.User.* histograms.

Downloads URLRequest is created within //content. Moreover it does not use the URLFetcher interface. So the DataUseUserData::AttachToFetcher cannot be used by itself. Moreover downloads_url_request bit needs to be plumbed from //content to //chrome, so that //components/data_use_measurement can utilize it.

Instead, network annotations could solve this problem.
So I am making this blocked on the migration bug.
