Issue descriptionDownloads that pause and resume due to network connectivity changes or chrome process restarting, are recorded as NotTagged in DataUse.TrafficSize.System.* histograms. They should instead be recorded as DataUse.TrafficSize.User.* histograms.

Downloads URLRequest is created within //content. Moreover it does not use the URLFetcher interface. So the DataUseUserData::AttachToFetcher cannot be used by itself. Moreover downloads_url_request bit needs to be plumbed from //content to //chrome, so that //components/data_use_measurement can utilize it. Instead, network annotations could solve this problem.
