Change verbalization when ChromeVox menus open

Currently, when you press Search + Period to open the menus, ChromeVox speaks "chromevox panel". Since we've renamed this the ChromeVox Menus, the verbalization should be "ChromeVox Menus"

As i check on 59.0.3068.1 , pressing search + period still reads as "chromevox panel"
