PageInfo bubble interferes with clicks in the omnibox

Issue description

Chrome Version: 58.2991
OS: Windows 10

What steps will reproduce the problem?
(1) Go to a HTTPS page (https://google.com)
(2) Open the PageInfo by clicking on the security chip
(3) Attempt to dismiss page info by clicking on the bottom of the URL text

What is the expected result? PageInfo dismisses, focus enters omnibox

What happens instead? Nothing happens

It appears that the PageInfo flyout creates some sort of invisible "click grabbing" region that extends to the top of the chevron. If you click within that region, the click is ignored (and the mouse cursor remains the pointer instead of the I-beam text cursor).

I don't see this problem on OS X, only Views (Windows, CrOS, and Linux).
My guess is that the fix would be in a more elaborate test here:

int BubbleFrameView::NonClientHitTest(const gfx::Point& point) {
  if (!bounds().Contains(point))
    return HTNOWHERE;
