Steps to reproduce: 

1) Tap three dots menu
2) Tap "New tab"
3) Tap on search box in the NTP

Observed behavior: 

There is no zero-content suggest in the NTP omnibox.

Expected behavior: 

The NTP omnibox should include zero-content suggestions just as you would when tapping on the omnibox from a regular tab.
