BookmarkFolderSelectActivity folders should be collapsible and possibly in a different order

Issue description

Steps to reproduce the problem:
1. Create a number of bookmarks toolbar folders on a signed-in sync-activated Chrome desktop client.
2. Create sub-folders.
3. Save bookmarks in those folders and sub-folders.
4. Open bookmarks toolbar in a signed-in sync-activated Chrome Android client.
5. Save a bookmark using the Android client.
6. Click edit when the bookmark save prompt appears.
7. Click folders and you will see the disorganised and non-collapseable bookmark folders.

What is the expected behavior?
The bookmarks should be listed in the same order as they appear in the Chrome desktop client. The folders should be collapseable and expandable.

What went wrong?
The bookmarks are not listed in the same order as they appear in the Chrome desktop client. They are randomised. The folders are not collapseable and expandable.

Try it with many folders and sub-folders for the most acute results. I use a lot of folders for desktop organisation and find it a pain when I need to add a page from mobile to one of the folders.

Summary: BookmarkFolderSelectActivity folders should be collapsible and possibly in a different order (was: Bookmarks toolbar expanded, randomly ordered)
The folders are sorted in alphabetical order (see BookmarkBridge::GetAllFoldersWithDepths). It's been a while since that code was written, so I'm not sure what the impetus was for sorting. I'm also not sure if we get them back in "desktop order" if we don't do the alphabetical sort, but we could investigate.

I think the ability to collapse/expand folders is a good feature request. It's not time critical or tied to a specific milestone, so I'm lowering the priority.
Great, thanks! Collapse / expand folders would sort the usability issue from my standpoint. 

I mention desktop order because I have a few Bookmark Toolbar bookmarks that aren't labeled, and are identified only by their favicons (to save space).

I vote add to this request that bookmarks be collapsed by default so you can expand the folders as you want.  This is the same on chrome in Windows and android.  It makes accurately adding bookmarks a huge pain as there is so much to scroll through to find what you are looking for if you have a lot of bookmarks.  Either defaulting to collapsed or having a button to collapse all would be great!! Honestly its probably my biggest dislike about chrome.
