Regression: Tab crash is seen on opening devtools

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.67 Safari/537.36

Steps to reproduce the problem:
1. Lunch chrome
2. Visit chrome://newtab
3. Open Devtools

What is the expected behavior?
No crash

What went wrong?
Crash

How much crashed? Just one tab

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Chrome version: 58.0.2992.0  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Unable to reproduce the issue on Windows-7,Mac-10.12.2 and Linux Ubuntu 14.04 using chrome version 58.0.2992.0 and stable version 55.0.2883.87 with below steps
1.Opened chrome and Visited chrome://newtab 
2.Opened Dev tools
Not observed any crash.
Please find the attached screen-cast and please let us know if anything missed here to reproduce the issue.
