Issue descriptionChrome Version: 57.0.2987.8 Revision 5716357fa4e765126615b02d3d6eb0da9b95a03a-refs/branch-heads/2987@{#54} OS: Windows(7,8,10) Pre-condition: 1. Enabled 'Enable Material Design bookmarks' flag from chrome://flags 2. Bookmarked any page. What steps will reproduce the problem? (1) Launch chrome, navigate to chrome://bookmarks (2) Reload the page and observe. Actual: 'This folder is empty' text is seen on reloading page. Expected: 'This folder is empty' text should not seen on reloading page. This is a regression issue, broken in 'M-57', will soon update the other info: Good Build: 57.0.2976.0 Bad Build: 57.0.2978.0
