bluetooth: Scan doesn't work on MacOS

Chrome Version: 58.0.2991.0 on macOS Sierra

I've witnessed a user unable to find any Bluetooth devices around him with Web Bluetooth on MacOS while there were matching nearby Bluetooth devices.

The only way we found to make it work was to Turn OFF / Turn ON Bluetooth on his Mac. After that, it suddenly started to work.

I'm not sure if it's a MacOS issue or Chrome one but I figured I should at least file a bug to keep track of it.

Hard to make progress here without reproducibility or logs; There's no action we can take until we can repro or have logs, so until then I'll leave this closed.

For future reference, sacomoto@ may have some insights to share about BLE scanning issues on macOS as he has been "playing" with it.
