What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings,click on advanced option.
(2)Right click 'inspect' and click on 'toggle device' button.
(3)Under 'privacy and security' for web services link left click hold and instantly right to open context menu.
(4)Now right click anywhere on the page and observe.

Actual: Context menu doesn't open after right clicking anywhere on the page(i.e after step 3,4)

Expected: Context menu should appear after right clicking anywhere on the page.

This is a Non-regression issue broken in 'M50' series i.e 50.0.2627.0

Note: It works fine on Windows and Linux OS.
