Regression: [MD History] Unable to open actions menu list after clicking on it.

Chrome Version: 57.0.2987.8 (Official Build)5716357fa4e765126615b02d3d6eb0da9b95a03a-refs/branch-heads/2987@{#54} 32/64-bit.
OS: Windows(7,8,10), Mac(10.10.5, 10.11.4), Linux(14.04 LTS).

Precondition: Navigates to few webpages such that history gets generated on chrome://history page.

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://history page.
2. Click on any Actions icon to open menu list.
3. Now, again click on another 'Actions' icon and observe.

Actions menu list doesn't get opened after clicking on 'Actions' icon.
Actions menu list should get opened after clicking on 'Actions' icon.

This is a regression issue, broken in M-57 series, below is manual regression range.

Good build: 57.0.2959.0
Bad build: 57.0.2960.0

Using the per-revision bisect providing the bisect results,
Good build: 57.0.2959.0 (Revision: 440307).
Bad build: 57.0.2960.0 (Revision: 440547).

You are probably looking for a change made after 440307 (known good), but no later than 440308 (first known bad).

The action menu is a "modal" menu. That means that the 1st click outside of it, is consumed for closing the menu. A 2nd click is required to interact with the rest of the page. This is WAI and a duplicate of  issue 668480 .
