Regression: Unnecessary ‘Cast’ icon is enabled in toolbar when Sync confirmation dialog is open.

Chrome Version: 57.0.2987.8 (Official Build) 5716357fa4e765126615b02d3d6eb0da9b95a03a-refs/branch-heads/2987@{#54}(64-bit)
OS: Mac (10.11.6, 10.12.1)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://settings and Sign in to chrome with valid credentials (Sync confirmation dialog opens).
2) Now click on ‘View’ option in toolbar and observe ‘Cast’ option.

‘Cast’ option is unnecessarily enabled when Sync confirmation dialog is open.

‘Cast’ option should be disabled when Sync confirmation dialog is open.

This is a Regression issue broken in M-57, will soon update other info
Manual bisect:
Good build: 57.0.2979.0
Bad build: 57.0.2980.0

Note: Issue is not seen on Windows and Linux OS.

Using the per-revision bisect providing the bisect results,
Good build: 57.0.2979.0 (Revision: 443120).
Bad build: 57.0.2980.0 (Revision: 443474).

You are probably looking for a change made after 443240 (known good), but no later than 443241 (first known bad).
