Context menu options are not working for option under more tools.

Chrome Version:57.0.2987.8 (Official Build) 5716357fa4e765126615b02d3d6eb0da9b95a03a-refs/branch-heads/2987@{#54} 32/64 bit
OS: Windows(7,8,10),Mac(10.12.1, 10.11.6, 10.12), Linux 14.04

What steps will reproduce the problem?
(1)Launch chrome and open ntp,press 'F12' to open dev tools window
(2)Dock down,click on 'customize and control...' > more tools > layer
(3)Drag layers option back,right click on it and select 'close others' or 'close tabs to the right' and observe.

Actual: Context menu options like 'close others', 'close tabs to the right' are not working.

Expected: All context menu options should work.

This is a Non-regression issue seen from 'M51' series i.e 51.0.2663.0
