OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://downloads and save the page.
2) Click on the chrome://downloads link in the download entry (chrome://downloads page opens in a New tab).
3) Now without moving the mouse, click again and observe.

On mouse click, hand pointer is not seen.

On mouse click, hand pointer should be seen.

This is a Regression issue broken in M-52, below is the bisect info
